David J. Hopkins
President and Chief Executive Officer
In January 2019, David Hopkins became the 8th President and Chief Executive Officer of the Urban League of Greater Hartford. The former CEO of Primary Care Health Services, Inc. (PCHS) headquartered in Pittsburgh, PA, moves to Connecticut after leading the largest Federally Qualified Health Center in Western PA, with a $12MM budget, 150 employees throughout the organization’s nine medical, four dental, seven healthcare for the homeless and one (1) family support service centers.
Prior to joining PCHS, David operated an independent consultancy, Capital Solutions for Community ReInvestment (CSCRi). Passionate about culture, systems, and resources aligning to achieve operating excellence, he provided strategic management, community relations, finance, business development and community engagement consulting. Before venturing into entrepreneurship, David was a Senior Vice President at PNC Bank where he structured bond, treasury management and capital markets deals to finance projects for public entities in Northern Virginia, Washington DC and Maryland; led the community development bank for Western PA, Eastern OH and West Virginia; and managed critical project initiatives as an internal consultant to the C-suite executives.
David earned a BA in Economics from Guilford College, in Greensboro NC and his MBA is from the University of Pennsylvania’s Wharton School of Business. After successfully completing and defending his comprehensive exams in the summer of 2018, he is an All But Dissertation candidate for a Ph.D. in community engagement, advocacy and policy from Point Park University.
He is a member of the Board of Trustees at Guilford and president of the Josh Gibson Foundation Board of Directors. He is also a youth teacher at his church, coaches little league baseball, and is a proud member of Alpha Phi Alpha Fraternity, Inc.
David and his wife DeVona have four children.
Urban League of Greater Hartford is the 66th affiliate of the National Urban League, whose mission is to reduce economic disparities in our communities through programs, services and educational opportunities. Founded in 1964, the Urban League is a community based, not-for-profit organization.
